supply, installation, and maintenance of radio frequency identification (rfid) enabled air mix automatic and interactive selection draw machines with related accessories and assorted rfid capable draw balls with prescribed draw ball cases 1. the philippine charity sweepstakes office (pcso), through the pcso 2025 corporate operating budget (cob) intends to apply the sum of five hundred sixty-six million nine hundred fourteen thousand seven hundred thirty-three & 02/100 (php566,914,733.02) (exclusive of vat) being the abc to payments under the contract for the supply, installation, and maintenance of radio frequency identification (rfid) enabled air mix automatic and interactive selection draw machines with related accessories and assorted rfid capable draw balls with prescribed draw ball cases with identification no. pr no. 05-16-250222. bids received in excess of the abc shall be automatically rejected. 2. the pcso now invites bids for the above procurement project. delivery of goods shall be completed within three hundred (300) calendar days from the receipt of the notice to proceed (ntp). however, the lotto bilyonaryo draw machines, draw balls, paraphernalia, and other related items shall be delivered within one hundred twenty (120) calendar days from the date of receipt of the notice to proceed (ntp). all delivered items must be fully functional, tested, and ready for immediate use upon delivery. bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii (instructions to bidders). 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised implementing rules and regulations (irr) of republic act (ra) no. 9184. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4. prospective bidders may obtain further information from the pcso and inspect the bidding documents at the address given below between 8:00 a.m. to 4:00 p.m., monday to friday, except on holidays and declared work suspensions. 5. a complete set of bidding documents may be acquired by interested bidders beginning 08:00 a.m. of 30 may 2025 until 1:30 p.m. of 23 june 2025 at the given address and websites below, and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of seventy-five thousand pesos (php75,000.00). the pe shall allow the bidder to present its proof of payment for the fees in person. 6. the pcso will hold a pre-bid conference on 9 june 2025, 10:00 a.m., at the address given below and/or through video conferencing or webcasting via microsoft teams (ms teams), which shall be open to prospective bidders. interested bidders may coordinate with the bac secretariat for registration requirements and information on the ms teams application and access to the video conference/webcast. to minimize errors in the preparation of bidding documents, bidders are strongly encouraged to send the person or representative actually preparing the same, to attend the prebid conference. the bidders’ representatives shall carefully consider all the discussions during the pre-bid conference and be guided by them in the preparation of their bids. 7. bids must be duly received by the bac secretariat through manual submission at the office address indicated below, on or before 23 june 2025, 1:30 p.m. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 9. bid opening shall be on 23 june 2025, 2:00 p.m. at the given address below. bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. only one (1) representative per bidder shall be allowed to attend physically in the bid opening. 10. the pcso reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised irr of ra no.
